PVC is used as a single-ply roofing membrane fairly commonly, yet there’s no mention of this in the report. Therefore, the study should look at this usage as part of its scope. If this cannot be done at this point, it would be unfortunate. But, if that’s the case, there should at least be an acknowledgment in the report that it was either (1) overlooked and should be included in any revisitation study or (2) consciously excluded and why.
