General Comment. The USGBC TSAC report comes to the correct conclusion, and is a good attempt to understand a huge body of data.
Negative credits are not warranted for PVC when materials are examined as a function of their use—the correct way to evaluate materials in life cycle analysis.
General Comment. Over the course of the past twenty years, Occidental Chemical Corporation has worked diligently to reduce exposure of its employees and emissions of materials such as EDC and VCM. We have also worked to reduce waste, including in the manufacture of PVC by recovering solid material from waste water streams and selling it as a recovered product. Finally, our worker health and safety has consistently improved over the same period. We have no higher priority than a safe and healthful work environment.
