General Comment. I was pleased to see TSAC appropriately decided that negative credits should not be issued for use of PVC products in LEED accredited buildings. In supporting their conclusion I would comment that the work completed by TSAC is a solid effort to evaluate and interpret a large dataset particularly in light of the fact that significant gaps for nonvinyl products exist.

A negative credit based only on material ignores the most important time in a product’s lifecycle, the use phase and should only be given when no value as a preferred material can be found In many cases, the environmental impacts of the use phase are of far more significance than the impacts of the material phase.

LEED should be a positive incentive for improvement in Green Building initiatives and not lead stakeholders to wrong answers.
