General Comment. I support the conclusions of the USGBC TSAC report. This is an outstanding attempt to bring order to a large and difficult body of data. I particularly appreciate the accurate reporting of many previously ignored studies that show the balance in the questions about PVC, especially the discussion of Louisiana cancer data.

Negative credits for materials should only be given when no value as a preferred material can be found, and this is clearly not the case with PVC. LEED should not lead stakeholders to wrong answers. TSAC has rightly decided that negative credits should not be issued for PVC.
