General Comments:
Overall, the approach used to evaluate potential risks was science-based, transparent and utilized established risk assessment techniques. I found the report to be a high quality assessment, and believe the results can be relied on and supported in policy discussions and decision-making.

Within the paper, the discussions of the potential health effects of vinyl chloride and phthalates addressed the most critical points needed to understand significance of the toxicity endpoints. The issue of potential endocrine activity and reproductive toxicity of phthalates was adequately addressed. The discussion of mechanism of action of the carcinogenicity in animals of DEHP was correct and reflects current scientific consensus.
